Job Description

Essential Job Functions

  • Plans, directs, and coordinates all Finance Department services and activities, including budgeting, accounting, auditing, payroll administration, business license administration, City court administration, and grant administration.
  • Manages and oversees the functions of the City Recorder, ensuring accurate record-keeping and compliance.
  • Cooperates fully with external auditors; provides requested financial information and data; responds to inquiries and prepares required reports for auditors.
  • Manages City purchasing functions; monitors the purchase of capital equipment; maintains a precise account of the City’s fixed assets, including depreciation calculation, inventory tracking, and asset disposition.
  • Performs critical fiscal analysis, trend analysis, revenue forecasting, debt service planning, capital budgeting and planning, financial reporting, and related financial management tasks to guide strategic decisions.
  • Provides clear direction, strong leadership, and expert guidance to department heads and assigned staff within the Finance Department.
  • Prepares and publicly presents comprehensive financial reports to the Mayor and City Council; articulates complex financial information and answers questions during financial discussions at City Council meetings.
  • Reviews and recommends modifications to ordinances pertaining to municipal government finance and taxation, ensuring alignment with best practices and legal requirements.
  • Prepares the annual comprehensive financial report to meet the rigorous guidelines for the Government Finance Officers Association (GFOA) award.

Education and Experience

  • Bachelor’s Degree or equivalent from an accredited college or university in Accounting, Public Finance, or a closely related field.
  • Minimum of ten (10) years of progressive professional, management-level experience in finance or a related field.
  • Four (4) years of extensive, progressively responsible experience in municipal finance is strongly preferred.
